Passport Services:- Welcome to the Passport Service of the Embassy of India, Minsk. All applicants are requested to fill in the passport application form online and submit the hard/print copy of the application at the Consular Section of the Embassy of India with passport, 4 photos, fees and necessary documents/attachments.  Fees for passport services are accepted at the Embassy in cash in US dollars. Reissue of Passport:-
1. Passports are reissued on expiry of final validity (can be  done from one year before expiry), on exhaustion of visa pages, damage or loss, appearance/particulars change etc. For reissuing of passport, the following documents are required by the Embassy to process the application:-
(I) Print/hard copy of duly filled online application form (All the information in the form should strictly match the old Passport.)
(II) Four (4) recent colour photographs (front view against light background). It may be noted the photograph should be SQUARE of size 4cm X 4cm and signature of size 1.5cm X 4.5cm, strictly as per requirements mentioned.
(III) Current passport in original (with self-attested copy)
(IV) Self-attested copy of Residence Permit/Visa
2. In case of change in address, documentary proof (copy of electricity bill, telephone bill, allotment letter, etc) may be enclosed.
3. In case of addition/deletion of spouse name, copy of relevant document may be enclosed.
 
Time Taken:- It takes about 60 days for issue of a new passport. In case, Police Verification is delayed, it may take longer time. The applicants are advised to wait for call from Embassy.
 
Duplicate Passport in lieu of lost/damaged passport:-
  1. If the Passport is lost, the matter should immediately be reported to the local police authorities and a proper police report, regarding loss of Passport, may be obtained. 
  2. In the normal circumstances when a temporary visitor loses Indian Passport, an ‘Emergency Certificate’ is issued to him/her which is valid for return to India.   Emergency Certificate issued to an Indian national by the Embassy does not validate travel to any other country.
Documents required for issue of an Emergency Certificate: -
  1. Print/hard copy of duly filled online application form (All the information in the form should strictly match the old Passport.)
  2. Four passport-size recent colour photographs
  3. Photocopy of the lost/stolen/damaged Indian passport (if available)
  4. Police Complaint Report in case of loss or theft
  5. A statement by the applicant explaining circumstances in which passport was lost/stolen/damaged
  6. Affidavit signed by applicant stating that he/she has neither acquired nor applied for any other country's nationality/citizenship
  7. The application should be supported by any other document issued to the applicant in India - Driving License, ration card, voters Identity Card, etc.
Birth Registration:-
  1. Birth must have been registered on the MHA website http:////www.indiancitizenshiponline.nic.in/ic_form_public.aspx.
  2. Print/hard copy of duly filled online application form should be submitted at the Consular Section of the Embassy of India with 4 photos of infants with eyes open, self-attested photocopies of the passports of the parents, photocopy of the child's birth certificate issued by hospital (along with original), application for registration of birth and an affidavit signed by both the parents, fees and self-attested copy of Marriage certificate (if married), A declaration that the minor child does not hold the passport of any other country. 
  3. If the parents of the child fail to get the registration of the child done at the Embassy and thus not obtain his/her Birth Certificate from the Embassy within the first year of the child’s birth, the process to obtain an Indian Passport and Indian Birth Certificate for the child is subject to a different procedure. The Embassy needs to refer the matter to the authorities in India to get clearance as to whether the Embassy can issue the Birth Certificate to the child.
Passport for Child of Indian origin born in Belarus:-
  1. The application for child’s Indian Passport can only be processed further when the child has got a certified copy of Birth Registration from the Embassy.
  2. Original and photocopy of the certified copy of Birth Registration in Embassy, parents' passports in original and self-attested copies, Print/hard copy of duly filled online application form, four recent passport size photographs,
Passports for Minors (< 18 years):-
  1. Original and photocopy of the Birth Certificate, parents' passports in original and self-attested copies, Print/hard copy of duly filled online application form, four recent passport size photographs
  2. Current passport in original (with self-attested copy)
  3. In case of change in address, documentary proof (copy of electricity bill, telephone bill, allotment letter, etc) may be enclosed.
  4. If applicant is minor, either of parents/guardian should sign the declaration in form.
Note:- All Indian nationals living in Belarus are requested to register themselves on Embassy of India, Minsk, Belarus : Registration of Indian Nationals (eoiminsk.gov.in)
